Extracted the static site generation framework into BuildXSLT module

* i.e. the `detail` transformation chain of [blog.kummerlaender.eu](https://github.com/KnairdA/blog.kummerlaender.eu/)
* added module defintion file `StaticXSLT.xml`
* revamped documentation accordingly
* added MIT license
